Uttar Pradesh : Yogi Adityanath Cabinet initiates new set of reforms

As the Lok Sabha Elections of 2024 concluded, the CM Yogi Adityanath –led UP Government approved proposals related to transfer of personnel and water resources, among several issues. The UP Cabinet accorded its approval to a whopping 41 proposals. The Cabinet led by CM Yogi Adityanath last met on June 11, 2024.

A cabinet meeting was called by Chief Minister Yogi Adityanath to initiate a host of administrative reforms. The Chief Minister of UP, Yogi Adityanath-led cabinet accorded approvals to a wide range of proposals.

Transfer Policy

The UP Cabinet led by CM Yogi Adityanath, accorded its approval to the Transfer Policy. Under this policy, the authority to approve transfer of officials rest with Department Heads only till June 30, 2024. The transfer of personnel would require the Chief Minister’s approval June 30, 2024 onwards.

The UP Government’s newly adopted Tansfer Policy  laid down various criteria. Officials with a service spanning three years in a district and seven years in an administrative division, qualify for transfers under the recently adopted policy. A maximum of 20% officials belonging to Group A and Group B can be transferred whereas a limit amounting to 10% of the employees from Group C and Group D has been set under the cabinet meet. In case up to 20% Group C and Group D employees are in consideration for transfer, assent from the concerned Minister becomes mandatory under the new policy.

The policy mandates merit based online transfer for Group A and Group B officials.

Adopting a humanitarian approach, the new policy accommodates the provision for parents with differently-abled children to be asked to choose the place for their posting.

Other Administrative Measures

The recently concluded Cabinet Meet also directs the dropping of the word “State” from the name of Universities in Uttar Pradesh.

The meeting also approved the proposals regarding Kumbh Mela of 2025. As per the reports, the Kumbh Mela will be organized in a 4000 hectare area, up from 3200 hectares, previously. The Forest Department of Uttar Pradesh has been ordered to procure 99 thousand pieces of wood from trees, which see an uptick from 79 thousand from the last Kumbh Mela.

Yogi Adityanath Government’s resolve for Bundelkhand Water Crisis

Out of the 41 proposals approved, 26 pertain to the Ministry of Water Resources with special focus to Bundelkhand. The region of Bundelkhand suffered with acute water scarcity over the previous decades. The water crisis of Bundelkhand is attributed to the region’s topography of granite, due to which the rain water gets delayed and does not recharge the ground water. The Yogi Adityanath-led administration undertook de-silting in the water beds of Bundelkhan. In 2021, the Chief Minister of Uttar Pradesh, Yogi Adityanath, inaugurated the Rasin Dam and Chillimal dam, both of which are inside Chitrakoot. On CM Yogi Adityanath’s watch, a lot of ponds and reservoirs have been created in Uttar Pradesh.

The meeting of Uttar Pradesh Cabinet takes place in the backdrop of withdrawal of the Model Code of Conduct by the Election Commission of Bharat. The MCC was imposed during the onset of Lok Sabha Elections from March 16 to June 5, 2024.
