JHARKHAND : PM MODI ATTACKS NAXALISM AND MAOISM – OLD NEWS FROM MAY ’24
PM NARENDRA MODI : COMPASSION, DEVELOPMENT TO COUNTER INSURGENCY
“RED TERROR crushed the dreams of millions of mothers in my country. The children who were picking up arms walking on the path of RED TERROR (MAOISM) destroyed not only their lives but ruined their mothers’ lives too” said PM Narendra Modi at a public meeting in Jharkhand.
PM Modi asserted that the Maoists benefitted at the cost of ruining the lives of the youth in the Vanvasi belt.
“Now the scope of RED TERRORISM is shrinking”, said PM Modi. Prime Minister Narendra Modi reiterated the End of Red Terror and under the MODI KI GUARENTEE.
PM Modi cited the highest voter turn-out in Srinagar Constituency from the Union Territory of Jammu & Kashmir. He reiterated that the high voter turnout seals the faith of people from Jammu & Kashmir in the Democratic Setup in the country.
Modi has resolved to launch a massive attack on terrorism and Naxalism in his third term.
PM Modi told the populace that he created District Mineral Fund under which a certain part of the monetary gains from the extraction of minerals in the districts of Jharkhand were dedicated to the people.
So far, Jharkhand has received RS 12,000 crore under this scheme.
PM MODI’s INITIATIVES AGAINST RED TERROR
Initially, the BJP-led NDA Government identified 106 districts in the ten states that suffered with Naxal Insurgency the most.
In May 2017, The Modi Government allocated Rs 11,000 crores for road connectivity in 44 districts affected by Maoist activities.
By 2018, 1326 km of roads had been built to connect the worst affected areas of Chhattisgarh to facilitate the movement of the security forces.
The Modi Government approved the installation of Mobile Towers to detect and constrain mobility and communication of Naxals, and also accorded its approval to use Drones, Unmanned Aerial Vehicles, and Helicopters for operations, and reinforcement.
This hindered the mobility, jammed the communication and choked supply lines of the Naxals.
Specialized Joint Task Forces were setup aimed at sharing of intel among the security forces spread across the Vanvasi Belt.
The Central Armed Police Forces were asked to actively take part in the community and welfare activities with the civilians to project a humane force of the Security Forces.
Under the Modi Government, a venture capital fund has been set up to promote entrepreneurship/start-up projects by ST youth, Minimum support price for Minor Forest Produce, and marketing support for tribal products.
Surrenders in the Red Corridor rose from 676 in 2014 to 1442 in 2016.
LEGISLATIVE MEASURES TO WIN THE JANJATIYA SAMAJ’S HEARTS
To redress the grievances of the Adivasis, the government amended the Scheduled Tribes and Other Traditional Dwellers (Recognition of Forest Rights) Act, 2006, in August 2014.
The amendments paved way for recognizing and and vesting the forest rights and occupation of forest land the Scheduled Tribes and other traditional forest dwellers. The Modi Government recognized that the tribals and other people living in such forest areas for generations, but could not get their rights to be recorded” (Ministry of Tribal Affairs, 2014).
This initiative addressed the Vanvasis’ deprivation from their own land and led to the disenchantment with the Maoists.
To gain the confidence of the Vanvasis further, Arjun Munda from Adivasi background was appointed as the Minister for Tribal Affairs in May 2019.
Under Hon’ble President Draupadi Murmu’s Office Term
She is the first person from the Vanvasi Community to hold the highest office in India.
As the Hon’ble Governor of Jharkhand, she “returned amendments to the Chota Nagpur Tenancy Act and Santhal Parganas Tenancy Act, to the State Legislature of Jharkhand for reconsideration. She did so to ensure that the Vanvasis’ interests are not compromised” (Bharadwaj, 2022). This helped make her a natural choice for the Office of the President of India.
Under President Draupadi Murmu’s office term, the number of lives lost to the Red Terror reduced to nearly half by December 2023 (South Asia Terrorism Portal, n.d.b).
UNDER CM VISHNU DEO SAI’S OFFICE TERM IN THE CHHATTISGARH SECRETARIAT
The security forces neutralized 29 Maoists in Chhattisgarh on April 16, 2024 after the BJP regained power in Chhattisgarh and so far 79 Naxalites have been neutralized since the start of 2024, particularly in Bastar area.
“Since the formation of a BJP government in Chhattisgarh three months ago, more than 80 Naxals have been eliminated, more than 125 arrested and more than 150 have surrendered”, said Union Home Minister Amit Shah while addressing a rally in Chhattisgarh.
RED TERROR ORIGINS
The origin of the Red Terror can be traced to the armed peasant revolt in 1967 in the Naxalbari block of Siliguri subdivision in Darjeeling district, West Bengal, India. It was mainly led by tribals and the radical communist leaders of West Bengal in1967.
