3 STEPS INDIA’S NDA GOVERNMENT SHOULD UNDERTAKE TO BUILD A WORLD CLASS BUREAUCRACY

1) FEEDBACK SYSTEM :-

Often times the offices of the Indian Administrative Services Officers are visited by poor and needy people who have been at the receiving end of malfunctioning of Government Departments. Even the poorest of the poor had to pay bribes before 2014. And not all, but a large number of the IAS Officers used to build their ill-gotten wealth based on bribes the notorious officers extorted from people ranging from poorest of the poor, to middle class, to wealth-creators of India.

The way UPI revolutionized Payments Infrastructure in India, QR-BASED Feedback systems installed at the Offices of the IAS Officers, Feedback systems that can be operated upon the most orthodox of the qwerty phones, (the way people used BHIM UPI Apps during and after the Demonetization), to provide their feedbacks to the Prime Minister Office on a click of the phone, can get the corrupt IAS to work without seeking Bribes.

2) Reforming the Review System of the IAS Officers

The IAS have to be made accountable for the services they have or haven’t provided to the people visiting their offices. Also the feedback given by people on QR OR BHIM Like systems should carry a weightage of 50% in the Employee Review of the IAS Officers by the DOPT.

Integrity in terms of The Financial Matters should carry a weightage of 25% in the Employee Review of the IAS Officers.

Compliance with the BNS, should carry weightage of 12.5% in the Employee Review of the IAS Officers.

Acheivement of the Implementation of the Schemes launched by the Union and State Governments, as well as those of the UTs and civic bodies should carry the remaining 12.5% of the weightage in the Employee Review of the IAS Officers.

Additionally, Every State, UT and departments of the Union Government should publicize the BEST PERFORMING IAS Based on the above-mentioned parameters.

3) MAKING IAS Officer JOBS – 5 YEAR – CONTRACTUAL which should include 2 years of Probation as well for DMs

and

2 YEAR CONTRACTUAL for IAS in GOVT DEPARTMENTS :-

The Hiring of the IAS Officers should include Lateral Entry System from the Indian Private Sector for IAS in the Government Departments. AND CONTRACTS Must be RENEWED basis Performance only for the IAS in Government Departments.

For the DMs, They should treat DM Jobs as a launchpad to prestigious jobs with Private Sector and they can enter departments again after serving the Private Sector for a minimum of 2 Continuous Years.

The Governments, both, Union and State Governments have traditionally taken care of the Re-Skilling and UP-skilling of the IAS and should continue to do so.

  1. Having worked in the government I have seen no difference in corruption levels in 2014 or later up to now. Fact ii it has only increased.
